The Security Strategy for Society 2017
The Security Strategy for Society 2017 is a government resolution that harmonises the set of national principles regarding preparedness and guides the preparedness actions taken by the administrative branches.
In the first section of the Strategy, a cooperation model for comprehensive security is presented. The model provides the basis for preparedness and taking necessary actions in the event of different disruptions. The strategy determines society’s vital functions – the basic things the continuity of which we must be able to guarantee in all circumstances at all levels of operation.The second section of the Strategy provides the preparedness guidelines for the administrative branches.
Comprehensive security is a cooperation model – a framework for doing things together. It is described in the Security Strategy for Society, a document presenting the basic principles of preparedness in Finnish society. In this cooperation model, the actors involved share and analyse security-related information and plan and practise things together. Foresight is an important element of preparedness action: it helps us respond to any future security threats and prevent them.
The Finnish cooperation model for comprehensive security is internationally unique and recognised.
The Security Strategy for Society was drawn up through broad-based cooperation, taking into account the viewpoints of all actors. Since comprehensive security is built in cooperation it involves the authorities, the business life, NGOs and communities, and citizens.
Each administrative branch is responsible for implementing the Strategy within its competence. The Security Committee monitors the Strategy’s implementation and coordinates cooperation measures together with the ministries’ Heads of Preparedness.
